How to measure efficacy/"success" of ICT interventions

Hello everyone,

I am currently working on a project for a Global Health Informatics course at HST to determine the efficacy/impact factor of a ICT project called Question Box.

In short, Question Box systems consist of free, public call boxes placed visibly in resource-limited communities. These call boxes will enable community members to connect with Lotus Medical Foundation counseling resources via a new direct hotline, as well as linking at-risk women with Lotus’s network of 30 Outreach Workers in the community.

Lotus Program Staff may dispatch Outreach Health Workers to the site of the Question Box to aid a caller or their family. Alternatively, calls may go directly to the Outreach Workers. In either instance, the Question Box callbox serves as a way to efficiently connect community members with Lotus outreach workers, so outreach workers can spend more time directly providing service: providing direct support to the women, including connecting them with antenatal care and HIV testing and treatment.

If anyone could refer my group and I to similar projects that have been conducted or offer suggestions (based on experience) about what metrics have been used to assess impact factor/efficacy, that would be greatly appreciated!
