Hospital Visit Rate After Outpatient Surgery -- Meaningful Quality Metric?

Medicare is considering measuring the hospitalization rate (e.g. admission/readmission/ED visit) following routine outpatient surgery as a metric of ambulatory surgical quality. What are your thoughts of this as a measure of quality? CMS is preparing documents for public comment, so stay tuned! In the meantime, would love to hear people's thoughts on what relevant metrics of ambulatory surgical quality would be. How do you measure the quality of ambulatory surgeries and procedures at your institution?
