Ali Elbireer, PhD, MBA, MT(ASCP): Is a faculty member at Johns Hopkins University- Faculty of Medicine with 18 years of experience as a healthcare executive, quality transformational, biosafety consultant, and a medical researcher. He has a degree in Bio-chemistry and in Laboratory Medical Technology Sciences and acquired the American Society for Clinical Pathologist (ASCP) certification as a Medical Technologist. He is also a Certified Professional in Healthcare Quality (CPHQ), and has a Six-Sigma Green Belt quality certification. In addition, he obtained a Masters of Business Administration (MBA) from Pfeiffer University in North Carolina, and a Doctoral degree (PhD) in Healthcare Administration from Northcentral University in Arizona. Dr. Elbireer has a long time experience working in several healthcare establishments in medical diagnostics and hospitals administration leadership positions in the United States.

He is currently the Country Director & Chief of party of JHU-NGO Uganda and is responsible for the overall operation and administration activates of the organization. He led the MU-JHU Core Laboratory, which is the first College of American Pathologist (CAP) Accredited laboratory in West, Central, & East Africa. Dr. Elbireer is a founding member of the BD Laboratory Training Program at the IDI, and successfully managed the international re-accreditation processes for the organization; Dr. Elbireer has published several papers about clinical diagnostics, quality of healthcare services, and capacity developments in the developing world. He participated in the creation of the first National Laboratory health policy that was approved and published in 2009, and is a member of the national Biosecurity policy team- still under parliamentary review. Under Dr. Elbireer’s leadership the JHU-NGO has successful conducted several operational and clinical research projects, and won several international Healthcare Quality Awards.
